Digitalisation of processes in social, health and pharmaceutical service provision

Separate applications for self-governing regions used to support processes, integrate and manage the data related to the issues occurring in the field of social, health and pharmaceutical services.

The solution of digitalisation of the processes for the self-governing or state administration authorities has been developed in order to increase the efficiency of HTUs’ processes related to the processing of agenda of the social and health departments.

The information systems are integrated into the self-governing authority’s registry system, which allows the automatic flow of data from the electronic filing or filing through a mailing room and its processing in the register. This eliminates the errors related to the rewriting of data from/to individual systems.

As part of the provision of eGovernment services at HTUs, these applications serve to support internal processes and the management of the data related to the services provided. They belong to a group of back-office applications – Operatívne dátové úložisko (ODÚ) applications and meet security standards for the use of information systems by the state administration and self-governing authorities.

Register of social service providers

The register itself consists of three basic modules and functionalities divided into two areas – internal, for self-governing authorities, and external, intended for users:

  • Register of Social Service Providers module
  • Management of the Register of Social Service Applicants module
  • Financial Module of the Register of Social Service Providers

The Register of Social Service Providers module includes functionalities such as:

  • Registration of social service providers
  • Processing of applications for:
    • Registration of providers in the Register
    • Changes in providers in the Register
    • Removal of providers from the Register
    • Extract from the Register of Providers
  • Various overviews and supporting functionalities of the register, e.g.
    • Generation of extracts from the Register of Social Service Providers
    • Generation of registration notifications
    • Provider’s history

The Management of the Register of Social Service Applicants module includes functionalities such as:

  • Registration of social service applicants
  • Processing of applications for the assessment of reliance on social services, applications for social service provision and applications for the reassessment of reliance on social services
  • Administration and supporting functionalities of the applicant register, e.g.
    • Automatic generation of security applications
    • Placement of the applicant in an social service facility
    • Sending an email message to the facility – notification of the client’s placement
    • Statistics on application processing
    • Application lists and overviews

Financial Module of the Register of Social Service Providers

The Financial Module of the Register of Social Service Providers is used to record data from the processes between HTUs and social service providers and relating to financial data.

It consists of two parts:

  • Internal part – serves for users of the HTU’s Social Department
  • External part – for users on the provider side

The module is integrated into the Register of Social Service Providers module and the Management of the Register of Social Service Applicants module.

The basic functionalities of the Financial Module of the Register of Social Service Providers includes the following:

  • Recording the data from the contracts entered into by a HTU and individual social service providers
  • Generating regular allowances in the form of a monthly financial report
  • Generating monthly records, a list of current occupancy rates of social service facilities included
  • Approval of monthly records sent by social service providers
  • Generation of quarterly summary statements, the total billing of funds included
  • Reporting vacancies with each change of occupancy rate in a social service facility

Register of Health Care Institutions

Comprehensive solution for the registration, processing and administration of health care institutions falling under HTUs. It focuses mainly on:

  • Health care institutions, institutional health care facilities operated by both legal entities and natural persons
  • Processing and approval of the operation and related applications (surgery hours, changes in data, temporary suspension, etc.)

Register of Pharmacies

The system deals with the issuing and managing of permits for the operation of public pharmacies, branches of public pharmacies and medical device dispensaries. It focuses mainly on the registration and processing of applications such as:

  • Applications for issuing and amending permits for pharmaceutical care provision
  • Applications for provision suspension or termination
  • Applications for the approval of the opening hours of pharmacies.
